If you have ever read a perfumery formula and seen a note like "oakmoss capped at 0.1%", you have already met the rules we are about to unpack. IFRA standards are the global safety framework that tells perfumers how much of a given ingredient can be used in a finished product, and understanding them is essential the moment you move from blending for yourself to sharing or selling your work. This guide explains what IFRA is, how its categories and limits work, why those limits exist, the related EU fragrance allergens labelling rules, and a realistic compliance workflow for hobbyists and small sellers in India.
None of this is meant to scare you off. Perfumery is safe and rewarding when you respect a few well-documented limits. Think of IFRA as the recipe-book's nutrition guidance: not a ban, but a boundary.
What IFRA Standards Actually Are
The International Fragrance Association (IFRA) is the global self-regulatory body for the fragrance industry. Its scientific arm, RIFM (the Research Institute for Fragrance Materials), reviews toxicological and exposure data on fragrance ingredients. Based on that research, IFRA issues Standards, periodically updated in numbered Amendments, that either restrict, prohibit, or specify the maximum safe concentration of individual materials.
Each Standard does one of a few things:
- Restriction: the material is allowed up to a maximum percentage in a given product type (most common, e.g. citral, cinnamaldehyde, oakmoss).
- Prohibition: the material may not be used in fragrances at all.
- Specification: the material must meet a purity or composition spec (e.g. limited levels of a problematic constituent).
Limits exist for concrete, measurable reasons: skin sensitisation (the most common, where a material can trigger an allergic response over time), phototoxicity (e.g. expressed bergamot reacting with sunlight), and general systemic toxicity. The numbers are derived from real exposure modelling, not guesswork. Even widely loved synthetics carry standards: popular musks like Galaxolide and amber materials such as Ambroxan are well-studied, and you should check their current limits for your product type just as you would for any natural.
The category system is the key concept
IFRA limits are not single numbers, they vary by how the product contacts the body. IFRA divides products into categories (commonly numbered 1 through 12) based on exposure. A material allowed at a higher percentage in something that evaporates quickly will be capped far lower in a leave-on product applied to large skin areas. Roughly:
- Lip and baby products sit in the strictest categories, lowest limits.
- Fine fragrance (perfume, EDP, EDT applied to small skin areas) sits in a relatively permissive category, often referred to as Category 4.
- Body lotions and deodorants are stricter than fine fragrance because they cover more skin or are used daily.
- Candles, reed diffusers and other non-skin products are the most permissive, since there is little or no skin contact.
The practical takeaway: the same ingredient has different maximums depending on what you are making. A blend that is compliant as a candle may break the limit as a perfume oil rolled directly onto skin. Always look up the limit for your actual product category.
Fragrance Allergens & the EU Declarable Lists
Separate from IFRA's usage caps is a labelling rule that often confuses newcomers. The European Union requires that certain known fragrance allergens, naturally occurring or synthetic substances like limonene, linalool, citronellol, geraniol, eugenol, coumarin and oakmoss/treemoss extracts, be declared on the label when present above set thresholds.
The classic figure perfumers quote is the original list of 26 declarable allergens. Under newer EU rules this list has been substantially expanded, often cited as roughly 80 substances, so you will hear people talk about "the 26" and "the 80" interchangeably; the 26 is the historic core, the ~80 is the modern, broader list. The declaration thresholds are commonly:
- 0.001% (10 ppm) in leave-on products such as perfume.
- 0.01% (100 ppm) in rinse-off products such as soap or shampoo.
Important distinction: this is a labelling/disclosure requirement, not a usage cap. An allergen above threshold does not mean your product is unsafe, it means a sensitive consumer has the right to see it listed so they can avoid it. Many completely normal, beautiful naturals (rose, lavender, citrus) contain several of these constituents.
Why this matters even in India
India does not enforce IFRA the way the EU enforces its cosmetics regulation, but three reasons make compliance smart anyway: safety for your customers is the same chemistry everywhere; credibility, serious buyers and resellers expect it; and export readiness, if you ever sell beyond India, you will already be compliant. Treating IFRA and allergen disclosure as your baseline is simply good practice.
A Practical Compliance Workflow for Hobbyists & Small Sellers
You do not need a lab to stay responsible. A worked routine:
- Define the product category first. Perfume oil on skin, room spray, and candle have different limits, decide before you blend.
- Track every restricted material as a percentage of the finished product. Keep a spreadsheet column for each ingredient's concentration after dilution.
- Look up the current IFRA limit for each restricted material in your chosen category and confirm you are under it. Watch the usual suspects: oakmoss, citral-rich citrus, cinnamic materials, eugenol, coumarin.
- List declarable allergens that exceed the 0.001% (leave-on) threshold on your label. Suppliers' specification sheets and IFRA/EU allergen data tell you which constituents a material contains.

A quick worked example: you are making a 20% concentration perfume oil and your formula's concentrate is 0.5% oakmoss substitute that carries a declarable component. In the finished product that becomes 0.5% × 20% = 0.1%, which is 1000 ppm, well above the 10 ppm leave-on threshold, so it must appear on your label, and you must also confirm it sits under the IFRA cap for fine fragrance. This two-step check, under the usage limit and declared if over the allergen threshold, is the heart of compliance.
